Policeman Car With A Ladder On The Top Of It

I watched this unfold outside my window but couldn't hear what they were saying, so I'm going to call it a true story with imagined dialogue.

The policeman said,
"Mister come outside right now;
Climb the ladder please!"

The man said, "No way!
I am running illegal
operations here."

The policeman said,
"Mister you are very bad.
Come down now or else!"

The man said, "I'm scared!
Ladders make me scared, mister!
Please don't yell at me."
